An Examination Of Texas Railroad Commissioner

Three Texas railroad commissioners are selected and they each serve six year terms; however, one commissioner seeks election on a two year basis. The chairman position is decided amongst among the three Commissioners. With a budget of $79 million, its main focuses are on allocating monthly production costs, but also looking after mining, gas, oil, propane and pipelines.

The commission was originally designed to survey the railways. However, over time it has also come to exercise control over rates, operations of railways, terminals, wharves and express companies. The government took control of all of the railways in 1984, but the commission still continues to exercise control over safety, planning and maintenance and other affiliated programs.

To this day, it is still responsible for oil and gas. However, it is also in charge of monitoring the production and the associated monthly costs of these resources and holding hearings while also ensuring that rules and regulations are upheld. It also ensures that water resources are not contaminated.

Over the years, the industry has been far from stable, as it experiences times that are fruitful and other times that are less profitable. During the Iranian Revolution and the Iran-Iraq war, local wells were more in demand and, as a result, more profitable. However, in 1986, these resources became less in demand because of an industry crash.

When these local resources crashed, bankruptcies resulted and there was a massive downsizing in the sector. In spite of these events, production has again increased. As an institution it is incredibly flexible and resilient although it continues to face unique challenges.

Texas railroad commissioners were initially responsible for overseeing the railways; however, their mandate has since expanded. Their jurisdiction has grown so that they now monitor a wide variety of resources. Although the committee has experienced a number of different trials and tribulations, it continues to be an integral part of the community today. texas railroad commissioner
